Reminded by the magister and brothers of the Hospital of St John of Jerusalem of the excommunication of the count of Tripoli and his accomplices by Cardinal Pelagius of Albano on account of the grave damage he had inflicted on them, a sanction Pope Honorius himself had publicly pronounced, and learning that many had continued to have relations with the count, Pope Honorius III authorizes the bishops of Tortosa and Valenia and the cantor Valaniensis to punish them with a major excommunication.
